AI tools would have to embed provenance labels into images, video, and audio they generate, and platforms would have to make label-reading tools free and easy to use.

UPDATE (June 2026): Despite Ventura’s elevation to chief co-sponsor, the AI Provenance Data Act did not clear a floor vote before the spring session adjourned and was not among the five AI bills sent to the Governor. It remains technically pending in the 104th GA. Original analysis: provenance/watermarking is technically tractable and aligns with what California, Texas and Arizona have already approved, so the real fight is industry compliance scope; a carve-out amendment for hosting platforms and capture-device manufacturers was expected.
